The Ministry administers the Scrap Metal Trade Decree of 2011. Those looking to become or maintain their license for the Scrap Metal Trade are encouraged to familiarise themselves with the legislation. Attached is the Decree for your knowledge:

Decree 22 – Scrap Metal Trade Decree

Criteria for a new application are outlined:

  1. Completed application form;
  2. Prescribed fees of $500 (cash or bank cheque addressed to permanent secretary for industry and trade);
  3. If the applicant is a natural person, is more than 18 years old (evidence of age);
  4. must in any 12-month period buy, sell or deal in scrap metal on 6 or more days different days (provide evidence);
  5. Evidence that the value of scrap metal trade is more than $100.00 in any one transaction;
  6. Police clearance for an individual or, in the case of a company, for officers of the company to be addressed to “The Permanent Secretary for Industry and Trade, P.O. Box 2118, Government Buildings, Suva”;
  7. Original or certified copy of the valid recycling permit/solid waste disposal permit from the Department of Environment;
  8. Not a declared bankrupt (provide evidence); 
  9. The address of principal licensed premises and every other place of business;
  10. In the case of a license holder who is an individual, whether the person is in partnership and, if so, the full names of every partner;
  11. In case of a license holder that is a company, the name of every person concerned in the management of the company;
  12. Tax identification number (copy of Fiji Revenue and Customs Authority letter);  evidence of any pending case in court (if any);  
  13. Weighing instrument certified by the Department of Weights of Measures (provide evidence – (form a/certifying certificate)

Criteria for a license renewal are outlined:

  1. Completed Application Form;
  2. Prescribed Fees Of $500 (Vip) (cash or bank cheque addressed To Permanent Secretary For Industry And Trade);
  3. Police Clearance for “An Individual” or, in “The Case Of A Company” – For Directors Of The Company to be addressed To “The Permanent Secretary For Industry And Trade, P. O. Box 2118, Government Buildings, Suva“;
  4. Original or certified copy of valid Business License;
  5. Original or certified copy of valid Recycling Permit/Solid Waste Disposal Permit from The Department Of Environment;
  6. Address of principal licensed premises and every other place of business;
  7. In the case of a license holder who is “An Individual“, whether a person is in “Partnership” and, If So, “The Full Names Of Every Partner“;
  8. In case of a license holder that is a company, the name of every person concerned in The Management Of The Company (provide latest particulars of Directors And Secretaries Of The Company);
  9. Evidence of any pending case in court (If Any);
  10. Weighing Instrument certified by Department Of Weights Of Measures (provide evidence – Form A/Certifying Certificate).

Criteria for a Government Department to engage in the trade are outlined:

  1. Name and address of the seller (organisation);
  2. Tax Identification Number of the seller (organisation);
  3. Telephone/contact number of the seller;
  4. FNPF or passport number of the seller (of any person in the organisation who is in authority at the managerial level or above);
  5. Description and weight of the public infrastructure metal being sold (board of survey approval and weight report);
  6. Value of the public infrastructure metal that is being sold;
  7. Reason for selling the public infrastructure metal;
  8. Proof of ownership of the public infrastructure metal (board of survey approval and a statutory declaration, undertaking by someone at the managerial level or above);
  9. Name and address of the scrap metal dealer to whom the metal is being sold;
  10. License number of the scrap metal dealer;

A complete and fully eligible application is required to be submitted to the Ministry in hard copy.
