    2. Consumer Demand Survey [CDS];
    3. Market Opportunities Survey [MOS]; or through;
    4. Rapid Community Assessment [RCA] Techniques; and
    5. Feasibility study to validate a short list of potential economic activities
  4. Recommendation of the feasibility report to the IRD
